Domestic Abuse Joint Justice Plan lead by Liz Warner, Detective Chief Inspector, Implementation Lead, VAWG Taskforce, Women of West Mercia Network Chair
The DA JJP is a jointly written plan by policing and CPS, aiming to transform the investigation and prosecution of DA cases, whilst providing flexibility to respond to local needs and service provision. It promotes early joint working between CPS and policing so that we can better secure justice for victims and hold offenders to account.

NPCC Charge Portfolio lead by Chief Constable Nick Dean KPM, Cambridgeshire Constabulary, NPCC Lead for the Charge Portfolio

The NPCC Charge Portfolio presentation will provide an overview of the rollout of the Stage 1 Charging model and discuss the Tranche 1-3 Evaluation along with the resulting recommendations. The presentation will also detail current performance and the charging pilots within the Domestic Abuse Joint Justice Plan.


Session 2:
Bail Legislative Change - There and Back Again lead by Deputy Chief Constable Jon Roy, Staffordshire Police, NPCC Lead for Bail

A journey through the legislative changes to bail in 2022 and what this has meant for victim, suspects, witnesses and forces. We will look at the enduring challenges that remain and what we still have left to do. Finally, we will explore how forces can assist with improvements.

NPCC Custody and the Movement of Prisoners lead by Chief Constable Ivan Balhatchet, Northamptonshire Police, NPCC Lead for Custody and Movement of Prisoners
As the new NPCC lead for Custody and Movement of Prisoners this will be an opportunity to explore ideas and priorities for police custody. This will include important recommendations from the Baird Inquiry.

Session 1:
Criminal Justice Units and the Local JOIM Structure lead by Deputy Chief Constable Ciaron Irvine, Durham Constabulary, NPCC Lead for Case Progression

Police case file performance is a key component of the success or otherwise of a criminal case at court.  The Joint operational Improvement Meeting is an essential place to address issues, focusing on problem solving.  In this session, we will update on the JOI review and next steps.

Digital Case File Project - Progress Update lead by Tony Blaker QPM, Assistant Chief Officer, Chief of Staff DDaTCC, Cumbria Constabulary

The National DCF Project SRO and project lead will present an update on the progress made in the last year to deliver the DCF, with input from the CPS and South Wales and Gwent colleagues. The path to model implementation in January 2026 will be set out along with the road map for national roll-out. Included in the presentation will be the Niche RMS DCF capability as is currently being tested.

Out of Court Resolutions - The Time is Now! lead by T/Deputy Assistant Commissioner Dr Alison Heydari, Programme Director: Police Race Action Plan, NPCC Lead for Out of Court Resolution
Dr Heydari will deliver the national position on Out of Court Resolution, where we are now and aspirations for the future to successfully transition to a new framework with new legislation, which is driven my the Ministry of Justice and will significantly impact on Our of Court Resolution delivery.

Women in the Criminal Justice System lead by Nicky York, Staff Officer to ACO Cat Hemmings, National Police Chiefs' Council Women in the Criminal Justice System

Women in the Criminal Justice System is a NPCC Portfolio recognising the importance of understanding women’s lived experience to deliver an effective and preventative policing response. The focus is on early intervention when women come into contact with police, making the best use of available outcomes and disposal to reduce reoffending.
