The National Tutelage Service exists to improve levels of compliant road use in a way that is procedurally just, reduces the need for enforcement intervention and is universally regarded as effective and efficient.  It is currently about increasing the safety, security and efficiency of the UK road network through intelligent and strategic use of data relating to insurance, MOT and vehicle excise duty non-compliance.

The Tutelage Programme exists to continuously explore and deliver new ways to enhance the National Tutelage Service, both in terms of maximising the operational benefit of the existing functionality and expanding the scope of what the Service can provide going forward.
